How can I block user access to the regedit.exe and regedt32.exe tools?

You can use the Windows NT System Policies setting called Disable Registry editing tools to block access to the NT registry-editing tools. The setting is in \Default User Properties\System\Restrictions, as Figure 2 shows. You can also prohibit access by adding the DisableRegistryTools REG_DWORD value to the HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies registry subkey and setting it to 1.
