Estimating a Query’s Runtime

In SQL Server 2000, can you see a query's runtime without executing the query?

You can produce an estimated showplan, but it won't necessarily return actual time figures. Instead, the showplan displays the query optimizer's time estimate from a reference computer (which might be one of the team members' machines in the SQL Server development group).
